DLA+ 3.0 Adapter
In conjunction with the development of the Truck Check Up application, Noregon has developed a new line of DLA+ 3.0 devices. The DLA+ 3.0 Adapters meet the specifications of the newly adopted Clean Truck Check program.
The DLA+ 3.0 devices are RP1210-C & J2534-1 compliant, and they meet current protocol requirements mandated by OE changes and regulatory compliance. These devices are fully compatible with current and legacy vehicle protocols.

What is the Clean Truck Check program?
Clean Truck Check is an initiative from the California Air Resource Board (CARB) that requires heavy-duty vehicles that travel in the state of California to submit regular electronic emissions inspections. Inspections must be submitted to CARB to ensure emissions control systems are maintained and functioning properly.
More formally called Heavy Duty Inspection and Maintenance (HD I/M) — Clean Truck Check is an emissions-reduction program for diesel and alternative fuel heavy-duty vehicles with a gross vehicle weight rating (GVWR) over 14,000 pounds.

What vehicles are affected by Clean Truck Check?
Diesel and alternative fuel heavy-duty vehicles such as trucks, buses, and motorhomes, with a gross vehicle weight rating (GVWR) over 14,000 pounds. This includes both in-state and out-of-state vehicles that operate on California public roads.
Exceptions:
- Zero-emissions vehicles
- Authorized emergency vehicles
- Military tactical vehicles
- Motorhomes registered outside of California
- Historical vehicles
- Vehicles operating under an experimental permit
- New vehicles with engines certified to the most stringent NOx standard (less than or equal to 0.01 g/bhp-hr)
- Gasoline vehicles
If there are multiple diagnostic ports, which one do I plug into?
Some vehicles have multiple diagnostic ports and plugging into the wrong one could result in a failed inspection. Please reference our diagnostic port connection guide to ensure you select the correct port.
When does compliance testing begin?
Starting January 1st, 2025, vehicles must pass an emissions inspection twice per year. Inspections can be submitted to CARB up to 90 days prior to the vehicle’s compliance deadline.
The dates for compliance deadlines vary for vehicles registered within and outside of the state of California.
Vehicles Registered in California
Compliance deadlines for vehicles registered in California are based on the expiration date of their DMV registrations. The twice-per-year deadlines are the DMV registration expiration date and 6 months after the expiration date.
Out-of-State Vehicles
Vehicles not registered in California have compliance deadlines based on the last digit in the vehicle identification number (VIN). Each number corresponds with a month and recurring deadlines are every six months from the last day of that month.
What applications can be used to submit electronic inspections?
CARB must approve applications before they can legally submit inspections. Noregon’s Truck Check Up is a CARB-approved application for electronic inspections.
Can I use my DLA+ 2.0 or another adapter with Truck Check Up?
No, due to the security requirement that CARB placed on the application, Truck Check Up will only work with Noregon’s DLA+ 3.0 adapters.
